The successful candidate for this position will be a 1099 contractor with Music Ministry International and be responsible for the following:
1. General Information. This is a non-personnel services contract to provide Catholic Deacon Services. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. The deacon shall perform to the standards in this JOB DESCRIPTION and within the guidelines of the Roman Catholic Church, Archdioceses of Military Services (AMS) Priests’ Manual, Army Regulation (AR) 165-1, Department of Army Pamphlet (DA PAM) 165-18, and Installation Chaplain Policies. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the deacon who, in turn, is responsible to the Government.
1.1. Description of Services/Introduction. The deacon shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform Administrative Catholic Pastoral Life Coordinator as defined in this Job description except for those items specified as government furnished property and services. The deacon shall perform to the standards in this JOB DESCRIPTION.
1.2. Background. The Fort Campbell Garrison Chaplain’s Office does not have enough assigned personnel to provide consistent Catholic services. Under the provision of AR 165-1, Fort Campbell is responsible for religious, spiritual, moral, and ethical activities of all Fort Campbell personnel on an equitable basis.
1.3. Qualifications and Objectives. Services provided shall be in accordance with AR 165-1. Performance must be by an ordained Deacon of the Catholic Church who is endorsed by the AMS, with faculties accepted or granted by the AMS Archbishop. The basic service objectives include the following:
1.3.1. Sunday Mass.
1.3.2. Holy Day Mass.
1.3.3. Weekday Mass.
1.3.4. Special Mass.
1.3.5. Penance Service.
1.3.6. Confession.
1.3.7. Baptism.
1.3.8. Confirmation.
1.3.9. First Communion.
1.3.10. Order of Christian Initiation of Adults (OCIA).
1.3.11. Pastoral Care and Counseling.
1.3.12. Pre-matrimonial Counseling.
1.3.13. Matrimony.
1.3.14. Annulment Counseling.
1.3.15. Funerals and Burials.
1.3.16. Anointing of the Sick.
1.3.17. Recording of Sacraments.
1.4. Scope. Provide an array of Catholic Deacon services to ensure the free exercise of religious preference which is a statutory requirement under USC Title X.
1.5. Place of Performance. The work under this contract
2. Specific Tasks
2.1. Basic Services. The deacon shall provide Catholic Deacon services to support the free exercise of religion.
2.2. Catholic Deacon Support Services.
2.2.1. Denomination Admin Support.
2.2.1.1. The deacon shall provide weekly “Prayers of the Faithful” and Parish Announcements for each Sunday and holiday Eucharistic celebration IAW AMS directors and liturgical norms.
2.2.2.1. The deacon shall prepare and maintain correspondence to obtain sacramental records from the AMS.
2.2.2.2. The deacon shall conduct all other official correspondence with the Roman Catholic Dioceses throughout the world to obtain certificates, affidavits of sponsorship, and other ecclesiastical documents and decrees.
2.2.3.1. The deacon shall register parishioners within three (3) days after the parishioner’s arrival.
2.2.3.2. The deacon shall produce a semi-annual consolidated census and shall observe the privacy regulations in its collection and maintenance.
2.2.3.3. The deacon will ensure registration by organizing on-going registration throughout the year and registration renewal as designated for the parish.
2.2.4.1. The deacon shall prepare and organize the weekly newsletter for the Catholic Community.
2.2.4.2. The deacon shall print paper copies and provide the weekly newsletter to the COR no later than the day
2.2.4.3. The deacon is the point of contact for all items or activities entered into the newsletter.
2.2.5.1. The Deacon shall support Priests in the conduct of weekend masses on Saturdays/Sundays IAW AMS, and the General Instruction of the Missal (GIRM).
2.2.5..2. Masses last for one (1) hour and include a homily.
2.2.5.2.1. Weekly mass begins at 1730 on Saturdays.
2.2.5.2.2. Weekly mass begins at 1130 on Sundays.
2.2.6.1. The Deacon shall Coordinate and conduct denominational specific pre-nuptial investigation reports (Canon 1066).
2.2.6.2. The deacon shall coordinate and notify the pastor/chaplain as soon as possible of the results of the pre-nuptial investigation by means of an authentic document (Canon 1070).
2.2.6.3. The deacon shall coordinate and apply pre-nuptial dispensations for mixed religion (Canon 1124), disparity of cult (Canon 1125), and from Canonical form (Canon 1127).
2.2.6.4. The deacon shall coordinate and establish the free status of the parties to marry according to the norms of law (Canon 1114).
2.2.6.2. The deacon shall coordinate and assist the petitioner’s request for special case dispensations (i.e., Pauline Privilege (Canon 1148), Petrine Privilege or Favor of the Faita (Canon 1149), Simple Convalidation (Canon 1159), and Radical Sanation (Canon 1161 and 1162).
2.2.6.6. The deacon shall coordinate and notify the pastor(s) of the place(s) of the spouse’s place of baptism about the marriage as soon as possible after the marriage (Canon 1122)
2.2.6.7. The deacon shall coordinate and notify the place of baptism that confirmation was conferred (Canon 895).
2.2.6.8. The deacon shall coordinate and provide baptismal preparation classes for expectant parents in accordance with church canons.
2.2.6.9. The deacon shall assist parishioners in obtaining baptismal certificates either from civilian parishes or through the AMS.
2.2.6.10. When mailing official documents to parishioners responsible for locating originating baptismal church, the deacon shall research to obtain complete mailing address.
2.2.6.11. The deacon shall maintain all correspondence in confidential Church files.
2.2.7.1. The deacon shall provide advice to local Government Religious Education personnel on all matters related to Catholic Religious Education IAW AMS.
2.2.8.1. The deacon shall coordinate with the Priests in the conduct of mass on days of Obligation IAW GIRM.
2.2.8.2. Days of Obligation include:
2.2.8.2.1. All Saints Day.
2.2.8.2.2. Immaculate Conception.
2.2.8.2.3. Mary, Mother of God.
2.2.8.2.4. Ash Wednesday.
2.2.8.2.2. Holy Thursday.
2.2.8.2.6. Good Friday.
2.2.8.2.7. Easter Vigil.
2.2.8.2.8. Ascension of Jesus.
2.2.9.1. The deacon shall prepare subjects for and perform the sacrament of baptisms IAW AMS.
2.2.10.1. The deacon shall prepare subjects for and confirm subjects of the AMS IAW AMS.
2.2.11.1. The deacon shall prepare subjects for first communion rites.
2.2.12.1. The deacon shall instruct the OCIA, scripture study sessions, and the Confraternity of Christian Doctrine (CCD) programs IAW AMS.
2.2.13.1. The deacon shall provide Catholic-Specific Counseling, Catholic-Specific Relationship Counseling, and/or triage for referral to Garrison Family Life Chaplain or other referral agencies IAW AR 165-1.
2.2.14.1. The deacon shall provide Marriage Preparation Counseling and prepare corresponding documentation.
2.2.12.1. The deacon shall coordinate monthly baptismal counseling and preparation for Catholic families requiring the Sacrament of Baptism.
2.2.16.1. The deacon shall record other sacraments IAW AMS Priest’s Manual.
2.2.16.3.1. Performance Standard: The deacon shall attend all planning and coordination meetings and provided necessary input for services.
2.2.17.1. The deacon shall attend planning and coordination meetings to take notes, provide feedback of Deacon services, status, and intent of the RSO’s planned future events.
